With the UGA Athletic Association, training expenses for student athletes are funded into its budget. This allows, not only yearly athletic scholarships, but yearly stipends for the student players, as well.
According to the NCAA bylaw 12.1.2.4.9 in the 'Training Expenses' form, "An individual (prospective or enrolled student-athlete) may receive actual and necessary expenses [including grants, but not prize money, whereby the recipient has qualified for the grant based on his or her performance in a specific event(s)] to cover developmental training, coaching, facility usage, equipment, apparel, supplies, comprehensive health insurance, travel, room and board without jeopardizing the individual’s eligibility for intercollegiate athletics, provided such expenses are approved and provided directly by the U.S. Olympic Committee (USOC) or the appropriate national governing body in the sport (or, for international student-athletes, the equivalent organization of that nation)."
Within the form, student athletes are asked to provide certain information, such as what sport they play, what organization is providing their expenses, and other amounts covered in the bylaw such as developmental training, apparel, etc.
At the end of the stipend cycle which is typically one year, student athletes must provide a summary of their expenses, including copies of receipts, to the UGAAA Compliance Office.
However, in order to qualify for this stipend, student athletes must have expenses above and beyond their athletics scholarships to account for the stipend amount. This means that if they have enough money in their scholarships to cover all of the training expenses, they may not qualify for the stipend. This could be done to avoid unnecessary stipends being given out to student athletes that they might use for other non-athletic purposes.
